Two of the losing bidders - Connected Global Solutions, LLC (CGSL) and American Roll-on-Roll-Off Carrier Group (ARC) - had challenged the award decision, which was announced in early November 2021. Billion Contract For Moving Troops' Household Goods Clears Hurdle
The DoD transaction is estimated to be worth $7.2 billion during the transition period and its first three years; and nearly $20 billion over its longest possible nine-year life. According to USTRANSCOM, the move to a single movement director is part of its broader plan "to improve the transportation process for service members, civilians and their families, and integrates operations currently performed by more than 900 commercial companies."
"The favorable decisions of the Government Accountability Office and the Court of Federal Claims affirm the integrity of the program and the GHC award," said Air Force Maj. Gen. Joel Safranek, director of the Office of Defense Personal Assets Management. "We are excited to resume the transition towards this important reform work on household wealth transfer."
USTRANSCOM said the transition period will be followed by a "measured phase" of domestic shipments, which will begin after peak 2023. All domestic and international goods and unaccompanied baggage shipments will be moved under the GHC from peak 2024 at the earliest.
